The Greater Devon Local Skills Improvement Plan (LSIP)
A new initiative aimed at employers and education and training providers. The plan is actively working to shape the future workforce, so it better suits the needs of businesses and organisations in the region.
We know employers want a labour market with the skills they need. Our LSIP are putting employers’ voices at the heart of planning for future skills provision.

The Devon Chamber of Commerce, working with the Devon and Torbay Combined County Authority, has launched the Greater Devon Local Skills Improvement Plan (LSIP) – a major initiative designed to strengthen links between employers and the region’s future workforce.
The LSIP provides a clear framework to address the most pressing skills needs across Devon, supporting long-term growth and prosperity for local communities and businesses.
As part of the Government’s Opportunity and Growth Missions, the LSIP brings together employers, education providers and local stakeholders to ensure people across the region have the right skills for current and future job opportunities.
The plan will identify and prioritise key skills required for economic growth, improve collaboration between education and industry, and make it easier for learners and employers to access relevant training and career pathways. Above all, it puts the voice of employers at the centre of shaping skills and education in the region.
Ronnie Carter, LSIP Executive and Project Manager, explains:

“The Greater Devon LSIP is about ensuring our region has the skills it needs to thrive. By working together, we can equip local people to succeed, support businesses to grow, and build a stronger future for our communities.”
Developed through a partnership between the Devon Chamber of Commerce, the Devon and Torbay Combined County Authority, and local education providers – including Further and Higher Education institutions – the LSIP represents a truly collaborative, locally driven approach.
By aligning national priorities with local needs, the Greater Devon LSIP will help create a more resilient workforce, unlock new growth opportunities, and ensure Devon continues to be a great place to live, learn and work.
