Through the Towns Fund and additional local funding South Devon College will deliver the Torbay Sector Pathways Programme until March 2026. The programme will work with employers in Torbay’s key sectors to support upskilling employees and residents to unlock workplace potential.
Green Skills has received £100,000.00 and Sector Pathways has received £208,719.00 through Torbay’s funding for the first year of delivery. The second year of delivery will be fully funded and are therefore free for Torbay residents through Torquay Towns Deal and other internal Council budgets. This investment will enable the programme to reach a greater number of individuals and make a meaningful impact on the Torbay community.
The Torbay Green Skills Programme will work collaboratively with Torbay employers to deliver an innovative, co-designed programme of green skills support, precisely tailored to the needs of established businesses within Torbay’s construction sectors to allow them to transition their services to low carbon technologies.
The Sector Pathways programme will focus on:
- New entrants to the sector, enhancing skills, skilling and upskilling for those working within the sector
- Offering a range of workshops and delivery from introduction to specific skills training
- Researching and working with local employers, using Labour Market Intelligence, to understand the needs and skills requirements of each sector
- Courses offered will be accredited or non-accredited with college certificate
- Offering a range of opportunities to progress onto further training and qualifications including apprenticeships
Eligibility
Please note, the following eligibility will apply:
- Businesses and employees to be in TQ1 to TQ5 Torbay Council postcode areas
- Supporting residents to be in TQ1 to TQ5 Torbay Council postcode areas
- Age 16+
- Be working or have a genuine interest of working within one of the sector pathways.
Sector Pathways Programme
The Sector Pathways programme starts from 1st April 2024 to 31st March 2026.
This programme aims to Support and upskill current workforce with developing leadership and management skills.
We are offering a range of short courses on leadership and management. Following a period of consultation and listening to local employer requirements, we are pleased to offer a suite of bitesize courses covering key Leadership and Management topics.

We are offering specialised fish processing training aimed at equipping local fishers, processors, and related industry stakeholders with the knowledge and skills necessary to enhance the quality and efficiency of fish processing practices. Our training will teach you:
- Processing Techniques: Training on various processing methods, including filleting, deboning, packaging and grading, manual handling, adhering to industry standards and regulations. This training will include fish and shellfish.
- Quality Control and Assurance: Implementing measures to ensure the highest quality of processed fish products, including hygiene, temperature control, and product inspection.
- Waste Management: Sustainable practices for minimising waste and maximising resource utilisation in the fish processing industry.

This programme will enable industry training for new entrants or those working in the sector looking for sector progression. Health and Social Care is a rewarding and growing industry, and is one of the largest employer sectors in our local area.

- Complex Care workshops: Skills and knowledge-based learning including Manual Handling awareness, First Aid awareness, Blood Glucose, Tissue Viability, Sepsis, Medical Terminology.
